Small Business Subcontracting Policy Statement

Merrick & Company (?Merrick?) subscribes to the policy of the United States Government that small business concerns, including woman-owned small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, veteran-owned small business concerns, service-disabled veteran-owned small business concerns and HUBZone small business concerns, shall have the opportunity to participate in contract performance consistent with its efficient performance for contracts let by any federal government agency.

Merrick?s Small Business/Small Disadvantaged Business/Woman-Owned Small Business/Veteran-Owned Small Business/Service-Disabled Veteran-Owned Small Business/HUBZone Small Business Subcontracting Plans are developed to incorporate the requirements of FAR 52.219-9 and DFARS 252.219-7003 and to recognize the company?s commitment to PL 99-661, Section 1207 and PL 100-180, Section 806.

Merrick?s policy is to provide an opportunity to small businesses, woman-owned small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, veteran-owned small business, service-disabled veteran-owned small business and HUBZone small business concerns to participate in contracts awarded by the U.S. Government by providing its services and/or supplies. Merrick shall endeavor to carry out this policy.

As used in this policy, the term ?small business concern? shall mean a small business as defined pursuant to Section 3 of the Small Business Act and relevant regulations promulgated pursuant thereto.

"Women-owned small business concern" means a small business concern:

  1. That is at least 51% owned by one or more women; or, in the case of any publicly owned business, at least 51% of the stock is owned by one or more woman, and:
  2. Whose management and daily business operations are controlled by one or more women.

?Small business concern owned and controlled by socially and economically disadvantaged individuals? means a small business concern that represents, as part of its offer, that it is a small business under the size standard applicable to the acquisition and has received certification by the Small Business Administration as a small disadvantaged business concern consistent with 13 CFR part 124, subpart B. "Veteran-owned small business concern" means a small business concern:

  1. Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
  2. The management and daily business operations, which are controlled by one or more veterans.

"Service-disabled veteran-owned small business concern" means a small business concern:

  1. Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
  2. The management and daily business operations, which are controlled by one or more service-disabled veterans or in the case of a veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

?HUBZone small business concern? means a small business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the SBA.
